Add a small group vehicle

Proposal
Add a vehicle for 4-5 player seating, that is faster than a V-35 but slower than an AB-1. Preferably a Quest/Fortitude/Collection reward of a perm crafting scehm.
Justification
QOL improvement. More vehicle diversification. Greater grouping encouragement.
Motivation
Small group content is where a lot happens, putting everyone in a single vehicle without needing to use the slow bus would be great.
Add a new vehicle that seats 4-5. The model already exists even.

I love the suggestions that basically accomplish nothing. Instead of 7, seat 4. it doesn't have a minimum. Add an 8 seater as a full group is 8 people.
