Add Server Dropdown on Restoration III client.

Proposal
My proposal is to add a dropdown to the Restoration III client that will allow a user to switch between Live or Test Center.
Justification
The justification for this is to give more accessibility to players without jumping through a lot of hoops to go to Test Center. Limits what an end-user will change in their configurations less error prone.
Motivation
The motivation is to allow all users to easily access Test Center. This will make it easier for users to test bug fixes when it is necessary.
Additionally it gives players a place to go when Live updates are happening (Prod Server is down).
Add dropdown on Restoration III client to select Live and/or Test Center
