Add Smuggler Craft Tasks to Chronicler

Proposal
-Add the Spices creatable by smugglers to the Chronicler Quest Builder.
Justification
-No good reason not to?
Motivation
-Add a crafting task that is kind of more interesting than a wooden chair and puts more illicit goods into the galaxy.
Craft tasks exclude spice- which are cool for Underworld / Smuggler specific player made quests.
