- I propose that mayors can either buy a tool (credit sink) or one that can be crafted, that allows them when placing a building within the city limits to override terrain restrictions, not all restrictions, but if only one square of a 4x5 building has 1 red square, this tool allows for the building to be placed.
- Justification
- Trying to build a layout for a city is quite hard when simple terrain gets in the way, trying to place a small house only to find that one square is red due to the terrain. Yes, choose a different location I can hear that now, but placing a 4x5 size building and to find only 1 square is red, is quite infuriating if your working to an overall layout

As a lot of planets have interesting terrain, the odd bump add's character to the city, but can be a right royal pain when your working on a layout for city. I would like to see a tool added to the game that allows a mayor to override a terrain restriction. The tool when used at the time of placing a building allows a mayor to place a structure when normally they can't, not a complete override, just say one square out of a 4x5 building
