Force logout after crash or other issue

Proposal
Provide a way for the user to force all online characters to logoff.
Justification
Every once in a while, something will happen that causes a user's game to crash possibly leaving two characters in the game world in a not yet LD state. When trying to log any character back in, the user is presented with the attached message.
Motivation
Getting stuck in this not LD state is a total bummer that hampers group members from moving on or for me from enjoying the game.

Thanks for your suggestion! We're aware of this issue and currently classify it as a bug, so we'll be applying a patch in the future to address it.
