I'd like to propose that the CityBan ability also include Player Vendors, and Terminals within the city a player is banned from. Or, conversely, a CityBan prohibits someone from entering ANY building within the City.
Justification
CityBan is an ineffective and impotent tool that has no real repercussions for the players they're used against. The people banned can still use the city freely, if anything a CityBan is a badge of honour.
Motivation
As someone who has had many events trolled, been bullied and harassed in my own cities, I believe that some community problems require community solutions. By having real ramifications for people who violate the rules of player cities, I believe that the community would pay better mind if there was real threat with a CityBan and not just the imposing a mild inconvenience.
I believe that cities in SWG should have full control over who uses their complete services, not just cloning and shuttle services.

Seems like something that always should have been a thing. Surprised it wasn't that way by default!
 
Generally most cities do not have any means to effectively deter distruptive behaviour i believe this will be a good change.
 
I downvoted this. I would not want to see a city's merchants held hostage to the whims of a vengeful mayor.
Please do not read anything personal into this, I'm only thinking in terms of policy, from the merchant's perspective.

But we were fine with city's merchants being held hostage by the whims of a mayor with GCW bases with covert detectors? I think the ship has sailed in that you're at the whims of your mayor.
 
In my case I did ;) I'm the mayor now.
But, yeah, as a merchant, it would bother me for a mayor to have this power over who can be a customer.
 
Could a mayor abuse this? Sure, but that's a mayor issue and not a city ban issue. And as Shintu points out, there are already ways people can do this now.

City Ban has nearly always been a joke. This is not a Resto thing, as this was the way it was on Live. And I say this as someone who was a mayor on Live for almost the entire time cities existed. Giving mayors (and militia) more ways to protect their cities and citizens from harassment is a good thing.

This is why /citywarn was such a good system. The militia of the city could literally choose to enforce the city law themselves and force an unwelcome person out of the city.

I actually love this idea tbh.

/citywarn would be the perfect solution to this problem and I do agree with you, it is a problem with how underwhelming city banning is
Essentially the way this works is militia or the mayor can /citywarn someone who is already banned and it starts a 2 minute timer, if that player is not outside of the city limits within that time period, they become attackable by the militia and mayor of the city.

If you want to get deeper into it, you could add a new rank called Marshal that would be above militia that could /deputize citizens of the city and give them temporary militia perms if you had to deal with a group of thugs harassing your city.

This encourages banned players to be careful of going into cities, new and unique player interactions, and eventful encounters to keep people you dont want in your city out of it.

Might make a follow up PV to this one to try and help this issue out.

I look forward to this PV. I find the idea very much in the realm of sandbox solutions to sandbox problems.
 
Not every city will have the option of having a group of PvP capable militia members ready to deploy. I think Telrain's suggestion of a follow-on PV might be the way to go to add that capability rather than subvert this PV's intention. Both options can work together and I think the idea on this PV is a good first step.

Not an attempt at subversion it's an idea I think would genuinely solve the issue. I know a lot of people would probably support the idea. I think it would also help strengthen and encourage people in cities to be on watch for any folks they don't want lurking about.

That works too, I just think this encourages more player interaction and could lead to some potentially fun things for players to be involved in rather than just letting NPCs do your job for you. What would make it unnecessary?

As long as they have loot tables like the last punishment mobs you spawned <3.

City warn is an optional extension to city banning that can be elected if the city chooses. It seems like a good idea as well for cities that lack a capable PVP group to be able to hire NPC militia that can eject unwelcome visitors. Seems like a good usage of city funds.
 
Alternatively, a city that lacks a PvP presence could deputize/hire a more capable PvP group to come handle business.
