First off, I completely understand the lack of armor options when it comes to Recon. Black Sun armor being brought in does bring that high condition option to the fold, but yes, its time consuming and challenging at times to get yourself a full suit. As far as the basic armor options go. Ubese and Mabari already are hindered as they don't have Bicep pieces that would end up costing 3x35 stats in sockets that are no longer an option. This would only give the option for Tantel Armor, or if the Armorsmith does the quest, Marauder Recon armor, as viable options to increase condition to.
I will however go on to say, that alternatives are present. Both factions have a recon set that both have a mid way point in condition between the basic sets, and the elite BS armor set, hovering around the 70k mark. Scout Trooper for Imperial, and Marine armor for Rebel give those. The Alliance Infiltrator armor is also recon based, and actually provides +100k condition, however I do understand it is also factional, and requires a good number of Rebel GCW tokens. To note, GCW tokens albeit are faster to acquire in PvP situations, are not ONLY attainable that way. The extra cost of these factional suits from the recruiters, are about an extra (on the high end), 150k.
My next point would be, that Black Sun Armor drops in Easy ISD, which realistically doesn't require a player to fully outfit armor wise, their character. A Basic set of Recon primus layered provides the same protections as Black Sun or Factional options, but simply doesn't provide the longevity. There is no hinderance to being able to acquire these high condition sets, outside of making a personal choice if you want to spend time or credits on a temporary suit or not.
Micro suits, or half way suits are another option. Using +20 health enhancers is still very cheap and easy to come by. Putting the available +20 enhancers will provide +700 Health to a full primus suit, which for 80% less of the cost, provides 80% of the health of a full +25/+875 health suit of armor. Even adding +30x3 SEAs can bring 3 stats up 270pts, for a fraction of the cost of regular +35s.
This all together being, a basic Recon set, Primus layered, with 3x30s in sockets, +700 health, condition and longevity sliced, can provide a Smuggler with a temporary option, around the 2-2.5mil (high market value) mark. That will allow a smuggler to participate in basic Heroics to help attain a high condition set of schematics for the next couple months at least.
Battle and Assault wearers also needed half way suits at one point, in order to collect the required parts to make BH, or RIS armor. Both paths are very different, and difficulty varies, both have been options for a long time, so the market has had lots of time to flood and build up an inventory, hence why the cost of these parts are very low now. The difference between an RIS or BH armor suit in market value these days compared to basic armor, is essentially a couple hundred thousand, which is about an hour in space.
The number of Recon only professions have been few. Smuggler is also the only profession that can give themselves credit boots doing missions from Terminals for example. Smuggler Profession basic requisites open plenty of doors to dip into Battle Armor wearing professions. Anything Medic, BH, CH, SL, Ranger or anything Melee can easily be combined.
Black Sun Armor is also becoming more common. If willing to do some traveling and finding the cheap parts, it is entirely possible at this current time to get the schematics in full, for less than 8mil. 1 Heroic run on normal could score you an Ace field pack, which should cover that cost should you decide to sell it that.
Again, I see where your heads at, and you aren't wrong, there is a lack of immediate options for High condition Recon, but realistically, the market just needs time to flood. There are alternatives for now.
