Informed decision

Proposal
Regular updates about changes in incitement probabilities or freezes.
Justification
Allows individuals to make informed decisions about whether to continue playing when unlocking is a priority for them.
Motivation
Frustration
Would it be too much to ask if inciting has been reduced in chance or turned off altogether? I imagine I’m not the only one who wishes to have a better understanding of this in order to determine if I want to continue playing or move on. I’m a 2 year veteran, BTW.

might as well made the title "give me clues to incite because im a 2 year vet and im entitled to it" either continue playing the game or grab a Tier 4 reward incite book

Far as I can tell they do inform people when changes are made. People just need to read and if they don't read simply ask in the forums and people will tell you.
 
Aconite has previously released inciting rates and other statistics. The idea of the system as a black box is why it can seem hopeless, but I doubt they have ever actually turned off inciting.

tl;dr they've done what you asked, they post updates when it changes and release stats sometimes
