Lower citizen number for shuttle
This idea/suggestion has been flagged as Not Implemented because of a lack of popularity, lack of interest, lack of feasibility, or other determination by the Development Team, so the suggestion will not be implemented. Proposal
1. Lower requirement to get shuttle for a temporary fix

2. Make some new static not player owned cities/outposts
Justification
Keep transport routes
Motivation
Keep the game engaging amd not just travelling in a speeder forever. Save the player cities which enrich the game
Population is low and and recent house planet restrictions is effecting shuttle port status with Tox City being the latest victim.

The transport routes are needed and make the game more enjoyable not on on time but seeing lovely towns.

If everyone didn't have 3 characters - I wouldn't be so against this. It takes 10 people with their characters to make a city with a shuttleport. I don't see anything about this proposal that would be temporary and any 'temporary' fix would hit everyone harder on the back end. Cities rise and cities fall. It's the name of the game.

We should have a good population increase in the next month or so I'd say. I think that will more than fix shuttle issues for the cities who recruit and incentivize players to join their cities.

How does this hit people on the back end? Sorry for my naivety but I don't understand the negative impact.

I get your arguement on 3 slots 10 people but that would just end up with less cities. Many in Riot are supporting 2 if not 3 cities to help keep places alive.

Even just the addition of new outposts would be something resto has that's different and creates travel routes. Then they could be used in gcw or something later.

Maybe put a town in a cave with a shuttle outside. Just for something unique to resto. Could be over run by the wild.

As for the influx, I do hope it is. Love resto project. Just want it to grow.

You are saying this should be done as a temporary fix. So if the ask is to is to temporarily lower the shuttle requirements for cities to 20 or 25 people, and people start manning cities to that lower requirement, when/if things get set back to normal (30), all those cities that were meeting the bare minimum would lose their shuttle all at once.
 
I would advise that we wait for anything that is affected by population size until after Jedi launches. We are less than a month away as it is.

The note of a "temporary fix" is indicative of why we haven't done it. As we've shared, we don't believe in designing (and redesigning) features to accommodate shifts in population dynamics, especially when considering them temporary. Regardless, however, we design features for the long-term and in the image of the server we want, not the server we have at any particular moment, because the server, its population, and the interests of that population change over time, which makes it incredibly impractical to be constantly revisiting features such as this.

This request comes up periodically when population falls or certain guilds/cities see changes in their demand and attempt to preserve their city. Each time we say the same thing: We have evaluated the thresholds for having a shuttleport and other city perks, and feel comfortable with their current levels regardless of population changes and therefore don't intend to make any adjustments. Each account can have three characters; for accounts with Jedi, that is soon to be four characters in total. The number of people you need to maintain a city with a shuttleport is already small. If your city is struggling to maintain its population, I would suggest instead focusing on recruitment and membership, both for the server at large and your city if you need to maintain a population threshold you aren't currently sustaining.
