'Marked' Debuff via Player Bounties
This idea/suggestion is Open. You can respond to ask questions or discuss the idea and either vote it up or down if you believe it should or should not be implemented, respectively. Popular suggestions and ideas will be considered by the development team to become reality in-game.
Proposal
Implement a new Debuff (similar to the one you get applied while you are a force ghost) which limits the abilities of the character (or maybe just Jedi) that are being Hunted by Bounty Hunters to control what they can do, without intefering with other elements of the game such as PvE whilst they are not being hunted.
This Debuff might be applied when a Bounty Hunter starts combat with their bounty target and not when the mission has been accepted.
This Debuff shouldn't be persistent and might last for 15 minutes , or 30 minutes, but also have methods of removing it (listed below).


This Player Voice in particular is offering a mechanic to balance Bounty Hunting without interfering with the game if a bounty isn't actively being taken. Here are some examples below of how something like this could work (they are only examples).

If you are 'Marked' you cannot enter an Instance
Jedi are using Instances to escape being hunted by a Bounty Hunter. In some cases they are making the Bounty Hunters wait outside the doors for an hour, or dying inside there and cloning away without the Bounty Hunters knowing.. This is burning people out. It's not fun content for either side of the fence.
Video example (happens 3 times on this YT channel alone) of a Jedi using Instances to escape the BH's. I also know they died and cloned inside there to escape the PvP death.

If you die while 'Marked' you are instant blue glowy
Jedi can go inside an Instance and die to a PvE death. This circumvents being killed by a PvP death to get around blue glowy.
By using the debuff to elevate the glowy and not make it a hard rule of just dying inside an instance, this then still protects PvE players from dying inside an instance, and only elevates their death count / glowy mechanic if they are being hunted and have been in combat.
Note that the issue above mentions Jedi going inside instances, although this relates to that, it's a catch-all for other things such as dying to a Krayt Dragon or dying to a turret in GCW.

If you are 'Marked' your ITV pickup is blocked (just like you cannot call it while you are SF)
There are already balancing mechanics in place to protect the GCW in cases like fast travel. It can easy be replicated here as well for consistency.

If your are 'Marked', you can speak to the Mercenary crew to get it removed, for a fee
The Mercenaries are a crew of NPC's on certain planets such as Endor and Yavin which allow BH's to go there for their Dangerous Fugitives collection. Other than that, they don't have a use.. we can use that to make it so the Jedi are in effect 'hiding' within their crew which is cool for RP reasons.

If you are 'Marked', you get NPC's come to hunt you which have specific abilities for hunting Jedi
These NPC's are Bounty Hunters which come for you , just like Inquisitors, however these have certain abilities which make it easier for player Bounty Hunters that are hunting Jedi, such as snares, roots, psuedo force breaches etc. which makes combat more interesting.. do you kill the players with the damage? or the NPC's that are removing your Force buffs ?

If you are 'Marked', Bounty Hunters fighting you might have bonus stats or effects towards you
This might be a bit op but perhaps things like BH's get more bullets past your deflect value, or have 5% more accuracy on their hits towards you, so it balances BH'ing in particular without affecting general combat / PvP balance.


notes:
'Instance' is not generally all forms of Instanced content but more speaking on 'Instances' such as HK, Droid Army, or the future Heroics etc.
Justification
Jedi are using certain tactics to avoid Bounty Hunters, such as enter an instance while they are being hunted.
I would like to see some sort of debuff applied to Jedi which controls their actions and abilities so they are either forced to stand and make a fight, or run away legitimately and not using ways to escape such as radial menus on doors. Being a Jedi shold come with consequences, afterall..

You cannot do this in all cases, for example to go in to HK you need to speak to the Pilot, which you cannot do while in combat, however to go in to Droid Factory you just radial menu the door and it pops you inside.
By using the Debuff to block that behaviour it would also make everything more consistent and less confusing on when you can go inside an area or not, as just mentioned.
Motivation
It can add more value and motivation to actually taking a Bounty against a Jedi and then also further makes Jedi have the feeling that they are being Hunted something they need to consider more dangerous.

If the 'Marked' debuff becomes a nice balance between balancing combat for BH's and also being a bit of a nuisance to Jedi having it, then Jedi will want to take more precautions of not getting visibility in the first place and being on the terminals.

It adds value to the Bounty Detection ability from Force Sensitive Heightened Senses more worthwhile.

It allows other parts of the game to come together and work with or against it, such as curing the Debuff, as detailed in the Proposal.

Since a Player BH has to activate it by engaging combat, it doesn't interfere with Jedi doing content with groups or other parts of the game until they are actively being engaged by BH's.

It's adding new ways for Player Bounties to hunt Jedi without adding stuff to their actual kits and instead uses NPC's to do that for them. This adds an interesting flow to SWG.
I think the system itself should manage it (the Jedi's marked debuff would decide when to spawn the NPC's, just like it does for hero NPC's), It could be even cooler if those NPC's all had different kits.. maybe Bossk comes with roots, maybe Boba comes with psuedo force breach, which also makes the BH's feel Heroic too fighting alongside other NPC BH's.
To give more context:
When you are ghosted as a Jedi, you get a debuff applied to you which then limits your abilities, you cannot do things such as Heal another target, or enter Combat
etc.

This Debuff could be called something along the lines of 'Marked', or 'Hunted'.
 
Overall this idea seems neat, although I have some issues with some of the benefits/restrictions.

My real concern is the griefability of this idea. A BH could just repeatedly tap and run away from the jedi keeping them marked for an extended duration just to inconvenience the player and make their jedi unplayable.
 
Maybe you're the type of player that would do that, I guess which is why you're drawing to that conclusion right away.

I think what's more likely is the Jedi will just fight the Bounty Hunter. It's pretty easy to get on people as a Jedi.
Also don't forget part of this proposal is to make Jedi think harder about getting vis and getting on the terminals in the first place.
 
and btw as I said in my proposal, the proposal itself is to implement a Debuff. What that Debuff does specifically is open to the devs I just gave some ideas. Maybe not all of the effects are 'griefable'. It's purpose is to balance things around BH'ing and trying not to interfere with mechanics.

you die in an instance with the Marked debuff, you are blue glowy (this is to make sure people dont use instances to circumvent PvP deaths),
 
Here is a video of a Jedi using Instances in particular to escape a BH. I will also edit the PV and include this in that section as well.
 
Down voting this , i don't like how a group of BH want to control what another player can and can't do , plus the whole thing sounds too gimmicky and prone to griefing and lets not kid ourselves if something can be abused and used to grief someone it will be .
This is more of a be better at picking your targets issue, what i mean by that is , if i grab a mission and it pings from DWB , do i really want to go through all the trouble of going in DWB looking for a Jedi mark , i wouldn't but if you do then don't be surprised at how things might go .
Now since you keep posting this same video over and over , again if i grab a mark and it pings from Mustafar 4 out of 5 times i know they're doing instanced content , i dont blame the Jedi for going in an instance i blame the BH for going after a mark on Mustafar and then claiming to wait up to an hour for the Jedi to come out , like seriously? i would've dropped that mission the minute it pinged from Mustafar, same with any mission pinging from DWB or Kash, now if you are really salty that he went inside the instance to avoid BH, then wait till he isn't on Mustafar , hes not going to be there 24/7 but at that point that is on YOU if you want to wait that long , when i grabbed missions the 2 things i looked for was how much is the bounty that would be an indicator of the strength of the Jedi of course this isn't always the case and which planet it pings from , example if there is a ping coming from the krayt graveyard then the chance of me catching a Jedi with low force/HP would be ideal.
anyways the TLDR version , pick your targets better
 
This is poorly thought out. I've seen jedi die to 1 bh and I've seen jedi kill all 5 (hell, I did it last night.) Observe or know your target and plan around that. This idea won't make you a better player and it won't do much to stop jedi from getting away, they'll just find a different way to hide from you. Some jedi will fight you, some won't and that's not going to change. Cluttering up a sandbox game with contrived mechanics will never work out the way you want it to. That jedi you attacked right outside the instance? Well now instead of waiting for his group outside he's just going to wait inside. He can't die to clone elsewhere? Ok he's just going to log out until you get bored and leave. Nevermind the ramifications some of these suggested implementations would have in GCW battles.
 
No instance loading while in combat mechanic would be fine, the rest would be to hard to implement and take away from other things that need tweaking.
