Proposal
Is there an exception to this for mayors in their player cities?
Justification
Mayors should be exempt on player city structures/housing redeeding abilities.
Motivation
Sometimes errors happen with new player structures not being placed by Mayor in correct position or E,W,S.N direction.
With today's patch am curious if this counts for Mayors when placing new housing structures in their player city? Sometimes the footprint of a deed is impossible to see the stairs and correct positioning.

I have just tested that with one of my militia, we were able to transfer the house, then redeed it, place again and transfer back. So, you can still do that if you want to place the houses for your citizens.
