Proposal
False or non-actionable reports on jedi have consequences for the reporter.
Justification
To cut back on spam reporting Jedi.
Motivation
Promoting smarter, more tactical gameplay and decision making.
We would like to add systematic consequences for false reports, wherein if you waste the time of the Empire in investigating claims where the Jedi’s vis is too low (or other means Jedi have to hide from investigation such as their FS skills) the reporter gets punished with fines/bounties/reporting timeouts etc. for wasting the Empire’s time.

i can get behind this , only issue i have is this "wherein if you waste the time of the Empire in investigating claims where the Jedi’s vis is too low"
I mean how can someone reporting a Jedi know whether that player has low visibility or not given the whole point of reporting is for Jedi to gain visibility , as for the penalties it could be like
1st infraction 25k fine
2nd infraction 50k fine
3rd infraction 1hr timeout or time TBD
4th infraction you go on the BH boards regardless of level
and they could decay in a weekly basis , for example if i report a Jedi in bad faith and i make no more reports for that week , the penalties get reset

I like the metagame behind trusted and untrusted reports.

I think fines for 'wasting time' makes sense and also makes it a bit more of a practical thing, however clearer indications should be in place so people know what is a good or bad report.

One other thing to take this metagame further is if there is some trust factor associated with you, it could determine the type of hero that goes i.e your fully trusted then Vader will go, if your not fully trusted then boba fett will go , or some other hero - and since those bounties were then not claimed by a player, perhaps a share of the credits instead will go to the people who made good reports as recognition from the empire (scales on trust rating, and even if it's less than the bounty would be overall, could still be cool) which be delivered via:
bank transfer
a credit chip in an email
some other terminal to collect your compensation and also could be used to display their trust rating ?
 
What would be a false report? since you cant report someone you havent witnessed doing jedi things, seems like if that was removed and you could just report people without actually seeing them doing jedi stuff it would be fairly easy to make "wrong" reports. I would rather give bhs more tools to hunt and track jedi instead than making it even easier for jedi to hide, i went from paddy to full template with 0 worries about being hunted or about my visibility at all. Not to mention the insta travel to the ranch from anywhere in the galaxy.
 
Reporter TEF would be way more fun as a consequence for reporters. And the people looking to fight Jedi could potentially get a fight. But that will probably never happen.
Greifing the imps on Musty and watching them die to NPCs and not being able to shuttle out was cool for a bit.
But all that the time spent observing/reporting jedi and then camping the BH term on my 2nd character and seeing no bounties pop makes it seem very safe for Jedi to avoid PvP like Rohlan said. The delay on the bounties popping on the terminal plays a part in this issue.
I found 3 imp jedi bounties today, but they all pinged on Dathomir lowering vis in the safe haven so RIP.

While this idea is neat, the rules around reporting are a bit too inconsistent to enforce this. Additionally if you get in trouble for reporting low vis Jedi, then they won’t get reported and can never become high vis except by system generated vis.

I’m not really clear if this is meant to punish people for reporting Jedi who don’t reach high vis, or for people not knowing the minutae around the rules of reporting?
 
After thinking about this, I don't actually like the idea.

Adding "reverse vis" to non jedi players isn't the way to keep things balanced. Jedi are already the premium pvp class, they don't need anymore help, assistance or get out of jail free cards.

Jedi are reported for being illegalals. This kills the vibe of vis and panders to the pve jedi or those who get salty when they can't spin on mustafar

Most likely meant to make carebears happy that they cant ever be hunted
 
I think a reporter should be put TEF and you have a chance to kill the reporter. It would bring more PvP and make a more stealthy approach to reporting. There should be a consequence to those reporting not just false reports.
 
It was my understanding that you can't report someone unless you witness them doing something Jedi related. In that case, any reporting would not be considered a false report. It is simply reporting highly illegal activity that the empire is interested in rooting out. It shouldn't matter if the Jedi has low or high visibility.

I do not agree with this idea.

I like the idea of this, but I think it's something that should come a little while down the road. Now that Jedi is live, there's a few things other things that have to be balanced/tweaked/fixed first before we start adding complexity (however cool it might be) to a system that is already very finicky.

The thing I would like to see first is the development of the culture where the intent of preventing Jedi from being too brazen holds true. Right now we do get Vader if someone is too brazen for too long, but there's been a few instances of individuals/small groups of jedi doing obvious things for a long while without Vader (or anything else) showing up to stop/slow them. So I think the middle consequences before Vader need to be "cooked" a little bit more, and once it gets to the point where the expectations line up with the intent then we can add to the system, including things like punishments for too many false alarms

Agreed. Is there a way that the Report a Jedi command can only actually "be used" when someone is acting like a Jedi? Lightsaber out and/or powers used within the last 1-5 minutes. Is that possible?
If not, than you will always have false reports and folks will report people that are unpopular or that they have personal gripes with , or people in Guilds or Groups they don't like or have some personal issues situation.
Anyway, how about a fee for the first 2 offenses, and then a lock out period? Why should the Jedi be the only ones with lockouts? Essentially false reporting is abusing a game mechanic so why not a lock out? <----------Unpopular opinion.

Isn’t this literally how report works? You can only actually report people if they have a lightsaber on or have used a force ability recently? This is why this pv confuses me so much, there’s no false reporting.

"False reporting" is probably bad terminology. What they mean is:

-> Player 1 uses saw jedi report ability on another player 2 they suspect is a Jedi, without either seeing them do anything or having their LS equipped.
-> Player 1 gets system message saying they have not witnessed the person do anything

This is an "unsuccessful report", which has been termed here as a "false report". I believe the PV attempts to address people overuisng the report ability without actually seeing a Jedi do anything wrong within the last minute.

To add to the PV: If this gets implemented may I suggest adding a reward/collection for "successful" reports as well to encourage it (seeing as this PV will deter it).

I do not agree with this, it does seem more like people want a way to get around being followed and reported, but tough luck you chose to be a Jedi in a time where there "shouldn't" be Jedi around, welcome to the PVP alpha class you wanted.
I also reported someone the other day and it failed, before the fix due to lightsabers being out, I would have been fined, it wasn't working as expected. Also it's a timed event too whereas someone could hit 61 seconds because they finally got within range and then they get penalised for it? The desync of this game/server will probably also cause issues with this at points.

People overusing the report ability is something that was inevitable with people knowing who all the Jedi are anyway and wanting to see them on the bounty boards. If you don't want to get reported, don't get caught. You're meant to be out of sight, if people come and see you on Mustafar go elsewhere. Jedi are the enemy.
Once you all get full-template it's going to be hell for anyone else anyway.

Also the additional ideas here I don't agree with:

I like the idea of rewards for providing names of the Jedi scum.
