Place Insurance terminal in all Cloning Facilities

Proposal
Add Insurance Terminals to all Cloning Facilties across the galaxy, not restricting them to player city only facilities. Not sure if this is by design or not, but this addition would be benefitial.
Justification
Ease of insuring items immediately after death
Motivation
Dying on a planet like Yavin, Dathomir or Endor where no insurance termnals are present requires the player to go to a player laid terminal on another planet
Insurance terminals seem to only appear in player laid Cloning Facilities. It would be nice to have them added to all Cloning Facilties across the galaxy.
