So my problem with this is — to what end? Do the sandtrooper backpacks become available to everyone? Is this a slippery slope to “anyone should be able to be a stormtrooper?”
Most of the examples you provide have additional context as to why we wouldn’t restrict them — Jedi isn’t a faction, and Jedi/Sith don’t exist. It’s just the name of the object. Same for the spires, they aren’t actually factional, it’s like the name of the color scheme not the name of who owns it. The AT-AT house is a downed AT-AT, that is, anyone could have destroyed it/survived it and moved in. Class restrictions are different because we don’t have a strict class hierarchy and there’s no lore based reason anyone wouldn’t be able to acquire it when the in world reason for it being attainable is accessible by anyone.
It sounds like you just want more backpack options, and this happens to be your aesthetical choice of preference, but that doesn’t justify removing a restriction from active duty uniform sets. Faction based uniforms serve a specific purpose for folks to identify with the military they serve.
That said, I’m not opposed to the idea of creating wearables that have different appearances based on the faction of the user. The problem is, that becomes a slippery slope (see previous comments). And is it fair and balanced to make a backpack from the rebels accessible so it effectively undervalues the exclusivity of the set when we don’t do the same for Imperials? What would the standard be and how would it scale?
The considerations are never as simple as just removing a restriction from an item.
