Proposal
Include a third toolbar and make it off by default but an enable option.
Justification
This is helpful to those who find it helpful, and doesn't harm those who don't.
Motivation
I found the third toolbar useful on servers that had it. I know not everyone does, but those who don't find it useful don't have to enable it (it should be off by default).
We know a third toolbar row is possible, make it an enable option. Those who want it can turn it on, those who don't, don't have to. I don't see how it would really harm anyone, and would be useful to those who find it useful.
