Proposal
I propose that all vehicles be given the same speed (as the swoop), excluding the legacy quest reward vehicle at the start of the game. Furthermore, if possible, and as a secondary proposal, I think that the XP38, X34, V35, Speederbike, and Speederbike Swoop all be changed during crafting into one craftable deed (Like the gardens for example, where you choose which appearance you want at the end) to eliminate excessive schematics.
Justification
This change will not give anyone an advantage over others. Swoops can already be purchased incredibly cheap as it is. This change will only seek to increase the diversity of the vehicles we see in game. Players could choose any vehicle they wanted to use based on visuals, instead of performance. Why would anyone want a slow vehicle when something much faster is available instead? Some might argue that the V35 is a multi-person bus and should remain slower, but with the introduction of the Mustafar Lava Skiff (Desert Skiff), we now have a speeder that holds even more people at twice the speed. Who wouldn't want to drive an X-34 across the planet at the same speed as the swoop?
Motivation
Other MMO's have done this to great success. Rare vehicles do not offer any advantages, except for cosmetic appearances. There are so many vehicles in game that are hardly used as they are slow and sluggish. There should be more diversity with the vehicles used, not just with paint kits.
At present in Star Wars Galaxies, new players drive the XP38 (Legacy reward), and end game, players drive the Swoop, Barc, etc.. There is no benefit to using something slow like the speederbike, X34, or V35 unless you like the visual. (More so on the V35 as the Desert Skiff is super fast and holds more players anyways). The Star Wars Universe is massive, and it seems odd that so few speeders are actually used in this game, with good reason, many of them are slow!
 
I like the idea and reasoning behind it. But I do still think a bulky multi-person craft should not be as fast as a tiny little one person vehicle. Think of a minivan as fast as a motorcycle.
Consider this. How viable would it be to make customization kits that do not deal with appearance, but performance? Loot some rare schematics that enable you, through your local crafter, to add speed enhancements to whatever vehicle you're driving.
Thoughts?
 
I like the idea of increased diversity. I do think that things should be leveled out within a classification (1 seat, 2 seat, 5+ seat) rather than across the board.

We have discussed the idea of allowing vehicles to be "modded" with better engines/parts/etc. to improve/adjust their terrain negotiation or speed, etc., which is currently something we're examining as a part of the pod racing minigame with Publish 1.1.

I do agree that probably modding is the way to go to solve the problem, but, maybe, some basic changes could also help.
I'm thinking along the lines of having swoops and the likes be faster, but way worse at terrain negotiation for example.

I do not like the idea of a swoop being as fast as or faster then my barc that I had to work very hard to get and not just spend 5000 credits on. Mods sounds like a fun thing that can be added as long as perhaps they give them to DE to make and not simply artisans.
starter mounts are slow, but that is entry level to just get you into it. Nothing wrong with flying around in a speeder similar to Luke had. :)
 
are you kidding? worked hard? givd me a break, the look of the barc should be why you have it, not because it is faster...
I think the point is that a more rare vehicle should not be trumped performance wise by a basic speeder. No need to be rude.

I think the solution would be all vehicles could be to have a DE or whoever mod vehicles after craft, and not necessarily make it a during craft requirement. Similar to how ships are upgraded, maybe some crafting profession could perform upgrades. Would definitely be a cool aspect of the game - more modded vehicles cost more to repair, etc....it would give Aconite a money sink and he'd be happy.

This right here is the better option. I would also like to see smuggler sliced "illegal" upgrades as an option to all vehicles. These will be attacked and potentially disabled by the city police if youre caught driving in a city with a "illegally" modded speeder. The more mods on your speeder the faster the decay and more expensive the repair.

I am very much looking forward to pod racing minigame.
