BUG - Carbineer suppression fire not working

Proposal
Add the snare back to suppression fire so that is suppresses targets again as intended
Justification
It is how the skill is supposed to work and a key element of carbineer
Motivation
The skill is not working as intended and should be fixed.
The carbineer suppression fire ability fails 100% of the time to apply the snare effect. It sometimes applies the dizzy effect. This has been tested multiple times by 2 different carbineers. Please can it be fixed as it is an important part of the toolkit. It has not been working since the Petranaki tournament patch if that helps.

- Focus Movement and Berserk will now ignore Suppression Fire (currently only prevents, doesn't break it, but will soon)

Changed Suppression Fire now has a 60 second cooldown which can be reduced with Dire Fate set down to 30 seconds
Changed Suppression Fire debuff now lasts 15 seconds, and grants immunity for an additional 15 seconds after

Yes, but it never applies the debuff, even for someone just walking at you unbuffed with no armor. They never get the suppression fire part of the debuff (the snare), only sometimes the dizzy effect. It is 100% repeatable. It never gets applied.
