BUG - Carbineer suppression fire not working

Proposal
Add the snare back to suppression fire so that is suppresses targets again as intended
Justification
It is how the skill is supposed to work and a key element of carbineer
Motivation
The skill is not working as intended and should be fixed.
The carbineer suppression fire ability fails 100% of the time to apply the snare effect. It sometimes applies the dizzy effect. This has been tested multiple times by 2 different carbineers. Please can it be fixed as it is an important part of the toolkit. It has not been working since the Petranaki tournament patch if that helps.

Changed Suppression Fire now has a 60 second cooldown which can be reduced with Dire Fate set down to 30 seconds
Changed Suppression Fire debuff now lasts 15 seconds, and grants immunity for an additional 15 seconds after

Yes, but it never applies the debuff, even for someone just walking at you unbuffed with no armor. They never get the suppression fire part of the debuff (the snare), only sometimes the dizzy effect. It is 100% repeatable. It never gets applied.

It has been broken since patch 1.3.1.1. Patch notes were as follows:
Carbineer
  • Changed Suppression Fire now has a 60 second cooldown which can be reduced with Dire Fate set down to 30 seconds - WORKS
  • Changed Suppression Fire debuff now lasts 15 seconds, and grants immunity for an additional 15 seconds after - WORKS
  • Changed Rapid Fire now lasts for 15 seconds (from 10) and adds 65 combat speed (from 50) - WORKS
  • Changed Scatter Shot no longer has a maximum range shorter than carbine range, and its damage has been reduced if the user is not holding a carbine - BUGGED - no longer hits multiple targets and still is limited to 32m range.
  • Changed Full Auto Area no longer has a cooldown (just a GCD) - WORKS, with undocumented reduction to damage
Additional bugs / undocumented changes from 1.3.11
BUG - Suppression fire debuff NEVER applies when ability is used
BUG - Scatter does no longer applies AOE damage
BUG - scatter shot has range still limited to 32m (not weapon range as per patch notes)
Undocumented change - Full auto area damage reduced by 20-30%
